Requirements: Toronto General Hospital

The University Health Network/Mount Sinai Hospital is the largest adult care teaching hospital affiliated with the University of Toronto and is the largest cardiovascular and with appropriate Fellowship program in Canada, as well as a regional transplantation centre.

Major clinical practice also includes all surgical subspecialties: multiorgan transplantation, neuroanesthesia, thoracic anesthesia, obstetrics anesthesia, ambulatory anesthesia, and pain management with corresponding fellowship programs.


General Information

Fellowships are offered for a period of 12 months usually starting in January or July of each year, with a possible extension to a maximum of 24 months. Fellows are encouraged to dedicate at least 12 months to one subspecialty.
Annual salary: $75,000 Canadian funds, plus 4 weeks paid vacation and 5 paid days sick leave per year. (Second year $85,000)
All licensing and registration fees are the responsibility of the candidate: immigration; visa processing & work permit fee $150.00; College of Physicians & Surgeons license $140.00 and application fee $100.00; University registration $190.00. (All fees are quoted in Canadian dollars.)
Other expenses include mandatory health insurance for the first three months. After three months the government health insurance plan takes effect. If offered a position, health insurance information is sent directly to the applicant by the University of Toronto Postgraduate Office.
The Department of Anesthesia will pay Canadian Medical Protection Association insurance of $900.00 per annum (total cost).
Fellows are responsible for all moving, travel, and accommodation expenses.

Foreign Graduate Requirements

Pre-Entry Assessment Program (Peap) For International Medical Graduates Entering Postgraduate Medical Education In Ontario

ALL international medical graduates (IMGs) are now required to undergo a Pre-entry Assessment Program (PEAP) and obtain a license from the CPSO (the College of Physicians and Surgeons of Ontario) prior to full acceptance into an Ontario fellowship program.

Candidates in a fellowship PEAP will be evaluated based on their general knowledge and competency in the specialty in which they are certified, and appropriate for practice in the discipline in which they are entering fellowship training.
It is normally 4 weeks in duration, but can be extended by the Program Director up to a maximum of 12 weeks if necessary.

The PEAP allows assessment of candidates in a supervised clinical, multidisciplinary environment where there is patient input on an ongoing basis. Assessment is also to ensure that candidates are: mentally competent to practice medicine; able to practice with decency, integrity and honesty and in accordance with the law; have sufficient knowledge, skill and judgment to engage in postgraduate medical training as authorized by the educational license; can communicate effectively, and display an appropriate professional attitude.

Normally, it takes 4-6 months for oversees IMGs to complete the Visa application process and the CPSO’s required registration documentation.

All fellowship opportunities commencing after January 1, 2003 will follow the new PEAP system.


Assessment of communication skils.

The communication skills of Visa residents and fellows will be assessed during the PEAP, in lieu of CPSO’s current registration requirement for fluency in English.
Prior to acceptance into the PEAP, the Program Director will review a candidate’s communication capabilities during an interview and using the CPSO’s current requirements for English. The Program Director may require a candidate to write the TSE/TOEFL, however it is not mandatory.

Medical Council of Canada Evaluating Exam (For fellows)

Fellows are currently exempt from writing the MCCEE by virtue of a letter to CPSO from the Postgraduate Dean. The PEAP process replaces the need for a letter to request the exemption. A fellow’s general knowledge and competency appropriate for practice in his/her specialty will be assessed during the PEAP. Individuals who are deemed not to have general knowledge and competency appropriate for practice in their specialty cannot enter fellowship training.
